Philip Quinn, 30 yrs old, White Earth Ojibwe, St. Paul, Minneapolis; on September 24, 2015 was experiencing a psychotic breakdown due to his struggle with schizophrenia. His fiancée called for a medic team to come assess his self inflicted wounds. No medic arrived but police did. Phil took off from home but returned hours later. His mother called 911 because Phil was cutting himself again. This time police set up a perimeter around the house. Phil came out. Not one cop attempted to talk to him nor deescalate him verbally. No words. Guns drawn, the police command “drop what is in your hands!” Seconds later a officer shoots Phil 4-6 times. They handcuffed him and left him face down. He was pronounced dead.

His family need’s Justice and Officer Rich McGuire need’s to be investigated into the death of Quinn and why he was allowed to be present during Phil Quinn’s Rally during The #BlackMarathon March.
